    The Department of Municipal Services was established on January 16, 1992, and subsequently upgraded to the Municipal Services Department under the Penang Island City Council. It specializes in the management of solid waste and public cleanliness.

    In line with the goal of "Restoring and Preserving the Pearl of the Orient," the Municipal Services Department of the Penang Island City Council has adopted strategies such as improving service quality to create a clean environment through a culture of excellence, promoting public awareness of cleanliness through public education, and increasing public involvement in cleanliness programs through campaigns.

    The Municipal Services Department is headquartered on Level 3 of the IOC Building, No. 23 Jalan Timah, 10150 George Town, Penang.

  • Objective
    1. Integrated solid waste management encompassing collection, transportation, disposal, public cleansing, and resource/energy recovery.

    2. Reduction of household, commercial, and industrial solid waste through the 3R approach (Reduce, Reuse, Recycle).

    3. Efficient collection, transportation, and public cleansing services with effective supervision and uniform standards.

    4. Encouraging community participation and networking in solid waste management.

  • Function
    1. Management of cleaning services

    2. Garbage collection, transportation, and disposal services.

    3. Street, drain, open field cleaning, and grass cutting services under the council's supervision.

    4. Cleaning services for public markets, food complexes, and hawker sites under the council's supervision.

    5. Beach and sea cleaning services.

    6. Public toilet and mobile toilet cleaning services.

    7. Support services, special tasks, and event management (rapid response team, natural disasters and fires, vehicle supply, supply of bins including cleanup equipment).

    8. Implementation of Waste Reduction Programs through lectures and public education and community engagement.

  • Client Charter
    1. Complaints regarding uncollected waste during a collection cycle will be addressed within 24 hours.

    2. Complaints regarding clogged drains and road debris will undergo remediation within 48 hours.

    3. All solid waste is collected and lifted according to the following schedule:

      1. Commercial premises are collected each time.

      2. Residential premises are collected three times a week.
    4. All solid waste is collected and removed according to the schedule, except on Sundays, for high-rise buildings.

    5. All drains and roads are cleaned according to the schedule:

      1. Main drains are cleaned every time.

      2. Other areas are cleaned three times a week.

    6. Public toilets owned by the Council are cleaned at least once a day.

    7. Payment vouchers are prepared and submitted to the Treasury Department within seven (7) days from the date of invoice receipt.

    8. Complaints received will be addressed within two (2) working days, and a response will be provided within three (3) working days from the date of complaint receipt.
