    The Commissioner of Building Department, City Council of Penang Island was established on 1st. July 2011.

    Based on Building And Common Property Act (Maintenance & Management) 2007 (Act 663) was gazetted on 12th. April 2007. The National Council of Local Government (NCLG) 57th Meeting on 23rd. March 2007 has agreed that The State Authority has appointed the President on behalf of Local Government Authority as Commissioner of Building. In accordance with the above the Mayor of City Council of Penang Island has been appointed as Commissioner of Building (COB) with effect from 16th. May 2007

  • Objective

    To ensure the Developers, Partial Owners/ Purchasers, Joint Management Body (JMB) and Management Corporation (MC) implementing their duties and responsibility towards their building and common property to manage and maintain in a satisfactory condition as provided in the Strata Management Act 2013 (Act 757)

  • Function
    1. To create, maintain and to update information of the strata building developments.

    2. To coordinate implementation of Strata Management Act 2013 (Act 757).

    3. To ensure the developers call the first meeting of formation the Joint Management Body (JMB) and Management Corporation (MC).

    4. To manage the registration and issuing of Joint Management Body (JMB) certificates.

    5. To manage complaints with regard to issues relating to maintenance and common property management.

    6. To provide advisory to developers/JMB/MC relating to maintenance and management of common properties.

    7. To provide briefing/explanation related to Strata Management Act 2013 (Act 757) and attending JMB/MC Annual General Meeting (AGM).

  • Our Services

    The Commissioner of Building is responsible for controlling maintenance and management of buildings and common property operated by developers, Joint Management Body (JMB), Management Corporation (MC). The main role of the Commissioner of Building is to enforced laws provided based on the force provided by Strata Management Act 2013 (Act 757). Strata Management Act 2013 (Act 757) was gazetted on 12th June 2015.

  • Client Charter
    1. Memastikan pemaju memangil mesyuarat AGM pertama penubuhan Badan Pengurusan Bersama (JMB) dalam tempoh 12 bulan selepas penyerahan pemilikan kosong.

    2. Mengeluarkan Sijil Perakuan penubuhan Badan Pengurusan Bersama (JMB) dalam tempoh 2 minggu selepas permohonan lengkap diterima.

    3. Memastikan Badan Pengurusan (JMB/MC) memanggil Mesyuarat Agung Tahunan (AGM) dalam tempoh tidak melebihi 15 bulan dari tarikh mesyuarat sebelumnya.

    4. Memastikan Badan Pengurusan (JMB/MC) mengemukakan minit Mesyuarat Agung Tahunan (AGM)/ laporan akaun yang diaudit dalam tempoh 28 hari selepas AGM diadakan.

    5. Memberikan pengesahan pengeluaran Sijil Perakuan penubuhan Perbadanan Pengurusan (MC) dalam tempoh 2 minggu selepas surat diterima daripada Pejabat Tanah dan Galian (PTG).

    6. Menyediakan baucer bayaran dan menyampaikannya kepada Jabatan Perbendaharaan dalam tempoh tujuh (7) hari dari tarikh penerimaan invois.

    7. Aduan yang diterima akan diambil tindakan dalam tempoh dua (2) hari bekerja dan jawapan akan diberi dalam tempoh tiga (3) hari bekerja dari tarikh penerimaan aduan
