  • Profile

    The Health Department underwent a restructuring in 1903 after Penang faced serious public health issues. A Deputy Health Officer was appointed in 1905 to lead the Municipal Health Department. It was expanded in 1975 after the establishment of the Penang Municipal Council, which combined the City Council of George Town with the Rural District Council.

    In 1993, the Department of Public Health was established following the reorganization of the previous Health Department, where all licensing aspects related to trade and business were transferred to the new Licensing Department. Meanwhile, all aspects related to municipal services were moved to the Municipal Services Department in 1992.

    Through a restructuring in 2005, the three aforementioned departments were merged again with the establishment of the Department of Municipal Services, Public Health, and Licensing. The Public Health Division became one of the 3 divisions under the department, functioning until April 1, 2015.

    After being recognized as a City Council in 2015, the Municipal Services Division was elevated to the status of a Municipal Services Department. The Public Health Division and the Licensing Division were still merged and functioned as the Department of Environmental Health and Licensing. The Licensing Department became a separate entity starting from September 1, 2021.

    Kesihatan Persekitaran comprises 4 main units:

    • Unit Pentadbiran

    • Unit Perubatan / Klinik

    • Unit Kesihatan Persekitaran

    • Unit Veterinar

  • Objective

    1. To reduce to a minimum the rate of morbidity (incidence) and mortality (death) due to infectious diseases as well as improve the health of the community through environmental health programs.

    2. Ensuring food safety through food quality control as well as monitoring the slaughtering process and meat supply.

  • Function

    1. Identifying and taking precautions as well as vector control towards infectious diseases, pests, etc.

    2. Coordinate health environment services in correlation to  pandemic/epidemic.

    3. Cooperating with other agencies to ensure sales of food are according to standard quality.

    4. Managing execution of programmes related to Health Environment Promotion.

    5. Providing ruminant slaughtering services.

    6. Controlling the population of wild and stray dogs.

    7. Enforcement of dog licenses.

    8. Providing anti typhoid vaccination to food dealers.

  • Our Services

    Public Health Education
    Objective

    • To instill understanding and awareness amongst primary school pupils regarding environmental cleanliness and communicable diseases.

    • To change the attitude of primary school pupils towards positive public health values so that the life of society is more cheerful and healthy.

    • To foster understanding amongst primary school pupils regarding safe food.
    Activities

    1. Hold talks on health and cleanliness for primary school pupils in respect of 5 main topics:

      1. Self-cleanliness.

      2. Food poisoning.

      3. Balanced diet

      4. Healthy habits.

      5. Communicable diseases.

    2. Preparation of materials for talks and exhibitions from time to time.

    3. Organising exhibitions in primary school pupils.

    4. Analysis and study of feedback from primary school pupils regarding the effectiveness of the talks given.

    5. Preparation and discussion regarding written questions given to primary school pupils in respect of the five main topics.
    Lectures and health exhibitions to pre-school and primary school students

    1. Provide understanding and awareness to pre-school and primary school students about environmental cleanliness and infectionous diseases.

    2. Striving to change the attitude of pre-school and primary school students towards the positive value of public health so that community life is happier and healthier.

    3. Cultivating awareness among pre-school and primary school students towards safe food.
    Food safety briefing for food handlers
    1. Ensuring that food handlers who have been injected must watch the food handler briefing video by scanning QR code and get a food handler card at that time.

    Pest Control

    a. Control Of Mosquito Breeding

    1. In its effort to abate mosquito breeding and control mosquitoes, the Council has taken the following measures:

      1. Inspection for mosquito larvae from house to house.

      2. Clearing of undergrowth from vacant and neglected lands, rivers and drains.

      3. Compounding of owners and occupiers of buildings, vacant lands and private places found to be breeding mosquitoes.

      4. Compounding developers and development project operators if they are to be breeding mosquitoes.

      5. Spraying of insecticide in places where there is stagnant water including public drains to kill mosquito larvae and to prevent mosquitoes from breeding.

    2. In addition to the effort taken to control dengue fever, fogging works and awareness on health education have been intensified.

    b. Crow Control
    To reduce the crow population in the urban area, monitoring of the 35 existing crow traps has been intensified. Crow traps have been placed in areas where the crow population is high including rural areas. The Department also holds Crow Shooting Campaigns from time to time with the assistance from the Penang Rifle Club.

    c. Rodent control
    The extermination of rats with certain methods including the installation of traps, fumigation and poisoning continues especially in places with a high population of rats.
    Stray Dog Control
    Carry out stray dog control based on Tatacara Operasi Piawai (SOP) Penangkapan dan Pelupusan Anjing Terbiar di Kawasan Pihak Berkuasa Tempatan.
    Dog License Management
    Processing issuance, renewal and regulation of dog licenses.
    Anti-Typhoid Injections

    1. These Anti-Typhoid Injections were given to food cookers at MBPP Clinic, Level 4, KOMTAR with a fee for local residents of RM75.00 a person and for a foreigner of RM105.00 a person.

    2. Food controllers can walk-in to MBPP Clinic to get anti-typhoid injections.

  • Clients Charter

    1. Action for effective control and prevention of infectious diseases will be carried out five days a week.

    2. Action for epidemic control will be taken within twenty four (24) hours after the outbreak of an epidemic

    3. Inspection for purposes of controlling cleanliness of food premises will be carried out a rate of thirty(30) premises per month.

    4. Promoting awareness and changing public attitude towards positive values of public health through talks which to be held twenty(20) times a month and two (2) exhibitions per month.

    5. All slaughtering of animals and meat inspection process at the Council’s Abattoir will be carried out within two(2) hours.

    6. Technical comments/opinion will be submitted within fourteen(14) days.

    7. Payment voucher will be prepared and submitted to the Treasury Department within seven(7) days of receipt of invoice.

    8. Action on complaints received will be taken within two (2) working days and reply will be given within three (3) working days from the date of receipt of the complaint.
