  • Profile

    1971 – The enforcement team was established in June 1971 to assist the Petty Vendors Division, Georgetown City Health Department.

    2006 – The recruitment of new members and the absorption of contract members was done in 2006 in line with the development of the organization. The functions and responsibilities of the Enforcement Division have been developed through actions of demolition, seizure, changing barriers and integrated operations.

    2007 – In 2007, the Enforcement Complex was completed with a more comfortable environment. This complex was developed to facilitate the public's dealings with the Enforcement Division, especially in dealing with claims for confiscated goods.

    2009 – In 2009, the Beach Control Unit was established to monitor water sports activities in the Batu Feringghi area. Through this enforcement, a number of monitoring zones have been created including Swimming Zones, Jet-Ski Activity Zones, Para-Sailing Activity Zones and Reflexology Areas.

    2011 – In May 2011, the MPPP Traffic Unit was established and launched by the Chief Minister of Penang Y.A.B. Mr. Lim Guan Eng. This unit was established to enforce wheel clamping and vehicle towing. The establishment of this unit has further strengthened the role of the MPPP Enforcement Division.

    2013 – In line with the Enforcement Strategic Plan in organizational development, the Enforcement Division was officially known as the ENFORCEMENT DEPARTMENT from 1 May 2013.

    2013 – Cycling Unit established.

    2022 - Wearing new uniforms.

  • Objective

    Raise awareness of legal compliance as well as implement enforcement actions to improve the quality of life of the residents and raise the image of the Penang City Council.

  • Function

    Enforcing the legal actions allocated and adopted by the Penang City Council.

    Control and implement enforcement actions on parking offenses on streets gazetted as Majils parking.

    3

    Carry out enforcement actions on obstruction offenses in public places and public roads.

    4

    Help the Licensing Division of the Penang City Council take enforcement actions against business activities such as unlicensed hawkers, foreign hawkers and action against unauthorized business structures.

    5

    Assisting other Departments under the Penang City Council to carry out demolition of structures without permission, summary and conversion of premises.

    6

    Carry out confiscation actions on rent arrears on Council premises.

    7

    Control and take action on water sports activities along the Batu Feringghi beach.

    8

    Take demolition action on heritage areas that do not comply with the guidelines set by the Heritage Conservation Department.

  • Clients Charter
    1

    For parking compound cases issued after an investigation, a response will be provided to the complainant within 3 working days.

    2

    In cases of traffic obstruction and parking lot blockage, immediate actions such as towing, rescheduling, or issuance of fines will be taken within 24 hours.

    3

    Requests that involve Government Agencies and Departments within the Council will be coordinated for operational actions within 14 working days.

    4

    Payment vouchers will be prepared and submitted to the Treasury Department within 7 days from the date of invoice receipt.

    5

    Complaints received will be addressed within 2 working days, and a response will be provided within 3 working days from the date of complaint receipt.
