The Heritage Department was established on July 1, 2011. This is in line with the recognition of George Town as a UNESCO World Heritage Site at the 32nd World Heritage Committee meeting held on the 7th of July 2008 in Quebec City, Canada.

The establishment as a Heritage Conservation Department in 2015 under the local authority, the Council is one of the government's commitments as stated inside 'Heritage Management Plan', which is an additional document submitted to UNESCO inside evaluation process in order to recognise George Town as a UNESCO World Heritage Site.

1. To control the development works as well as the alteration and addition of all heritage buildings inside UNESCO World Heritage Site and around Penang Island.

2. To control the development made by private developers, semi-government agencies and legal bodies in areas encompassing the UNESCO World Heritage Site.

3. To be the secretariat for the Technical Review Panel to review all the changes caused by development relating to the UNESCO World Heritage Site.

4. Assists to create and coordinate a long term framework for management and rehabilitation works of the UNESCO World Heritage Site.

5. Reviewing any improvements to the heritage guidelines from time to time.

6. Planning and managing heritage related programs.

1. Processing approval applications for planning, building plans, permit plans, house repairs, change of use and other applications related to the management of development as well as incentives of Heritage Buildings addressed to the Penang Island City Council that involves the UNESCO World Heritage Site and heritage premises outside of the UNESCO World Heritage Site.

2. Enforcement of any development works done without permission inside UNESCO World Heritage Site and heritage premises outside of the UNESCO World Heritage Site.

3. Inspecting development sites and preparing Building Visual Structure Reports and enforcement towards dilapidated and dangerous buildings inside UNESCO World Heritage Site.

1. Management of Development inside George Town UNESCO World Heritage Site.

2. Processing applications for development recommendation plans

3. inside George Town UNESCO World Heritage Site.

4. Issuing permits to do minor repair works and minor amendments

5. Monitor and manage works done without permission inside George Town UNESCO World Heritage Site.

6. Monitor and manage dilapidated and dangerous buildings inside UNESCO World Heritage Site.

7. Process applications for murals done inside UNESCO World Heritage Site.

8. Advising the public about anything related to heritage buildings.

9. Investigating any complaints received at the sites.

1. Permohonan Kebenaran Merancang secara pelan pra-rundingan warisan akan diproses dalam tempoh tiga puluh (30)hari.

2. Ulasan teknikal untuk Permohonan Kebenaran Merancang akan diberi dalam tempoh tiga puluh (30) hari.

3. Ulasan teknikal untuk Permohonan Pelan Bangunan akan diberi dalam tempoh empat belas (14) hari

4. Permohonan pelan permit / permit membaiki bangunan / permit lukisan dinding akan diproses dan diputuskan dalam tempoh empat belas (14) hari.

5. Ulasan teknikal dalam Sistem uLesen akan dikemukakan dalam tempoh tujuh (7) hari.
   

6. Menyediakan baucer bayaran dan menyampaikan kepada Jabatan Perbendaharaan dalam tempoh tujuh (7) hari dari penerimaan invois.

7. Aduan yang diterima akan dijawab dalam sisitem aduan dalam tempoh tiga (3) hari bekerja dari penerimaan aduan.
