    In 2015, the Department of Public Health and the Licensing Division were merged and operated as the Department of Environmental Health and Licensing. However, starting from September 1, 2021, the Licensing Division has been recognized as the Licensing Department, City Council of Penang Island.

  • Objective
    1. Issuance of licenses for businesses and advertising.

    2. Planning and providing market facilities, food complexes at vendor sites, and also ensuring the preparation and handling of food adhere to hygiene practices.

  • Function
    1. Processing issuance, renewal, and control of Trade Licenses & Food Establishment Licenses, Industrial Business, Advertising Licenses, Garages, Public Entertainment Activities, Non-Motorized Vehicle Licenses, Hawker Licenses, and also issuing Liquor Licenses on behalf of the State Government.

    2. Implementation of planning and control/maintenance over Markets, Vendor Complexes, Temporary Vendor Sites, and Night Markets.

    Enforce business control under the jurisdiction of the Penang Island City Council.

    UNIT LESEN

    1. UNIT PENTADBIRAN AM

      1. Carrying out file management, correspondence, complaint management, general filing, and so on.

      2. Managing all human resources matters such as job preparation, managing appointments/extension of probation period, monitoring staff attendance and leave-taking, pension paper management, and work regulations.

      3. Managing office supplies and office equipment inventory.

    2. UNIT KEWANGAN

      1. Responsible for managing the annual budget, allocation control, salary payments, managing staff claims, managing departmental expense payments, preparing bills for public payments, printing licenses and temporary permits, and also managing inquiry counters.

    3. UNIT PEMPROSESAN LESEN

      1. Registration & processing of new license applications, management of license renewals including liquor licenses on behalf of the state government, and processing of ownership transfer applications.

      2. Management of CLIP Meetings and technical reviews of Trade License Applications and ownership changes.

      3. Preparation of license application papers for presentation at the Permanent Public Health Committee Meeting.

      4. Maintaining trade license application files, issuing decision letters, updating records in the system, and maintaining Licensing KPI statistics.

    UNIT IKLAN TEMPAT HIBURAN AWAM DAN AKTIVITI LANCANG AIR , GARAJ
    1. Imposing licensing conditions for license applications and issuing and renewing licenses for Advertisements, Garages, and Public Entertainment Activities.

    2. Taking action against illegal Advertisements, Garages, Water Activities, and Public Entertainment Places or those without Council permission.

    3. Preparing presentation papers with drawings for the Permanent Public Health Committee Meeting.

    UNIT KESIHATAN

    1. UNIT TRED, INDUSTRI & ESTABLISYMEN MAKANAN (TIEM)

      1. Implementing inspections of trade premises, Industrial Businesses, Food Establishments, Massage Parlors, Hotels, Garages, Private Car Parks, Second-Hand Dealers, Livestock Farms according to relevant laws.

      2. Providing health requirements for license applications and renewals.

      3. Conducting Health Education programs, Lectures, and Training for Business Owners, Food Handlers, and their staff.

    2. UNIT PERNIAGAAN KECIL

      1. PENJAJA, GERAI DAN PASAR MALAM

        1. Processing, approving new applications/transfers, issuing and renewing licenses for vendors, stalls, and night markets, as well as authorized worker applications.

        2. Inspecting vendors and stalls to ensure compliance with food handling practices and stall structure maintenance.

        3. Implementing vendor relocation programs by creating temporary vendor sites and complexes to regulate and control static vending activities without licenses.

        4. Processing, approving applications for organizing Night Markets/Morning Markets/Weekend Markets/Farmers' Markets/Ramadan Bazaars from authorized organizers such as MPKK or Residents' Associations.

      2. PASAR, KOMPLEKS DAN TAPAK PENJAJA SEMENTARA

        1. Processing and managing interviews to fill vacancies and confirming transfer applications for Stalls, Markets, Complexes, and Temporary Vendor Sites.

        2. Conducting inspections to ensure all food-handling vendors and stall operators at Stalls, Markets, Complexes, and Temporary Vendor Sites have received typhoid immunization and attended health education lectures.

        3. Taking compound actions, confiscation actions, and legal actions against vendors at Stalls, Markets, Complexes, and Temporary Vendor Sites that violate conditions or occupy without permission.

        4. Planning and applying for allocations for the construction, maintenance, and upgrading of Markets, Complexes, and Temporary Vendor Sites.

    3. UNIT TINDAKAN KHAS

      1. This section's area of responsibility is enforcement. Cases that have been approved for seizure and/or demolition action will be referred to this unit, and integrated operations with the Enforcement Department and other departments will be conducted.
  • Client Charter
    1. Applications for Food Establishment Licenses, Public Entertainment Advertising, Garages, Trades, Businesses, and Industries will be decided within a period of four (4) weeks.

    2. Applications for temporary/seasonal stall licenses are approved and licenses are issued.

    3. Applications for temporary 'banner/streamers' licenses will be decided within four (4) working days, and the license will be issued within one (1) working day.

    4. Technical reviews/comments will be submitted within fourteen (14) days.

    5. Payment vouchers will be prepared and submitted to the Treasury Department within seven (7) days from the invoice receipt date.

    6. Complaints received will be addressed within two (2) working days, and a response will be provided within three (3) working days from the complaint receipt date.
