Ladies and Gentlemen,

First and foremost I would like to express my sincere thanks to the Penang State Government for giving me the trust to lead the City Council of Penang Island which I gratefully and humbly accept. I am aware that the trust as well as the duties and responsibilities entrusted upon me is a great challenge.

Nevertheless, I am confident that the support and collaboration with the State Government, all the Councillors, staff of the City Council of Penang Island and Penangites will help me to helm the organization.

I would also like to take the opportunity to thank Dato’ Maimunah Mohd Sharif the former Mayor  for her excellent leadership  for 6 months and 18 days where she created a record as the first Malaysian to hold the highest position in the United Nations Organisation..

This once again proved that Penang is capable of producing talent at the international level.

On behalf of all Council’s staff I wish Dato’ Maimunah Mohd. Sharif “ All the Best and Every Success  and All Your Good Work will be Remembered.” We will continue with the Council’s Target 2018as well as the State Government’s Vision.

I would like to place on record my thanks and appreciation to all Penangites and the Council’s staff as well as the Councillors for the achievements and recognition received in line with our determination to make Penang Cleaner, Greener, Safer and Healthier, among others :

  1. MBPP won the third place as the cleanest Local Authority in Malaysia. MBPP also successfully complied with the criteria of ASEAN Clean Tourist City Standard (ACTC) 2018 where  the ACTC Award Presentation Ceremony will be held on 26 January, 2018 in Chiang Mai, Thailand.
  2. MBPP has recently increased the planting of trees  by 12,386 trees which has been written in the Malaysia Book of Records (MBOR) for “ The  Most Number of Golden Shower ( Cassia Fistula) trees planted”  where 5,097 cassia fistula trees were planted on 11 November, 2017.
  3. Penang also won the third place in Malaysia which practises Green Building Index (GBI). A total of 30 buildings with a floor area of approximately 11 million square feet which will reduce the emission of CO2 by 25.4 kilotan per year.
  4. The number of existing CCTv’s will be increased from 550 units to 900 units by the end of 2018. MBPP is in the process of developing “ Intelligent Operation Centre”(IOC)  which will have Analytic Video capabilities.
  5. MBPP will also continue with the development of facilities and infrastructure based on “Universal Design” with the hope  that the public can walk and cycle without fear of being involved in accidents with motorized vehicles.

The Right Honorable Chief Minister and distinguished guests,

We hold to the principles “ To know and to serve” the people with a more “ street view” approach  than “ helicopter view”. As a Mayor with a background as an Architect, I believe in the principles  of “ Less is More”. The belief can be achieved through community involvement to realize the Sustainable Development Goals (SDGs)  and New Urban Agenda  (NUA) 2030.

MBPP is also strengthening the “ Smart City Blue Print” by focusing on 5 Domains i.e.

  1. Smart E- Governance
  2. Smart Mobility
  3. Smart Environment
  4. Smart Economy, &
  5. Smart Social

All the 44 existing systems in MBPP will be integrated to be a single system with the use of ICT and IOT to create a Big Data for analysis (BDA) which can improve the delivery system’s efficiency. It is also an important guide when determining policies according to general needs. It is in line with the 4.0 industry era which exploits the capability of “Machine Learning” and “ Artificial Intelligence” ( A.I.).

In conclusion, I am grateful to all especially The Right Honorable Chief Minister for giving me the trust to helm this important and prestigious organization. It never crossed my mind that this “Kampung Boy”  can be the Mayor of this City which is not only famous in Malaysia, but also at the international level.

The starting point and journey  is very important for me to understand the needs of the general public besides bringing the City towards an International City.

I humbly urge students in the city or in the rural areas to seek knowledge even  from the school level and be BRAVE to pursue  noble dreams which will ensure the people’s and nation’s well being.

Reminiscing  the times in the kampong  where there was no   piped water and electric  lights  and also when  mud  got stuck on the bicycle’s mudguard  and  at times whwn  I had to carry my bicycle on the trail  in the rubber estate during rainy days, looking for ideas from the natural resources around the village to cater for my needs of playing with toys such as pistol and motorboat which I can hardly afford  at that time …… is actually an advantage to me to become stronger and more determined  while facing all the challenges wherever they are.

Lets work together to take  the City to greater heights.
