Process of Applying for Licences for Various Trades

  1. Get the application form (Composite Form) at the Licensing Department's counter.
  2. Complete the form properly. Attach other documents required.
  3. Submit the form at the Licensing Department's counter. An acknowledgement
    letter will be sent to you.
  4. Council officers will inspect your premises.
  5. You will be informed by letter whether the application is disapproved or approved
    subject to certain conditions.

Process of Applying for Stalls and Hawkers' Licences

  1. Get the application form (Composite Form) at the Licensing Department's counter.
  2. Complete the form properly. Attach other documents required.
  3. Submit the form at the Licensing Department's counter. An acknowledgement
    letter will be sent to you.
  4. For market stalls, temporary hawkers' sites and council complexes. You will
    be called for an interview when a vacant stall is available.
  5. For hawkers (static) Council officers will inspect your location site/stall.
  6. You will be informed by letter regarding the decision on your application.

Process of Applying For Petty Trading Licences

The Licensing Department issues licences for petty trading as follows:

  1. Itinerant Hawkers (For Existing/Renewal Only)
  2. Stalls on Private Land
  3. Stalls in Eating Houses
  4. Temporary Hawkers' Site
  5. Stalls in Markets
  6. Stalls in Complexes
  7. Seasonal/Festive Stalls

Application Process

  1. Complete Form 002 - For Markets / Complexes / THS
  2. Complete Form 003 - For Stalls on Private Land
  3. Complete Form 004 - For Seasonal Stalls

Qualifying Conditions

Applicants must be Malaysian Citizens and not be less than 18 years of age.

Itinerant Hawkers

  1. Cannot erect structures
  2. Vend by itinerant vans/cars
  3. Cannot vend in areas when hawking is not allowed
  4. Cannot hawk near markets, schools, junctions
  5. Do not sell raw meat

Stalls on Private Land

  1. Land owner's consent
  2. Location / Structure Plan
  3. No objection from relevant departments

Stalls in Temporary hawkers' Site, Complexes & Night Markets

  1. If there is a vacancy
  2. Successful in the interview

Stalls within Eating Houses

  1. Consent of shop owner
  2. Do not cause obstruction in eating houses

Seasonal Stalls

  1. Vend i.e. places permitted only
  2. Trading places are limited

Conditions For Licence

  1. Payment of licence
  2. Not transferable
  3. Medical examination if necessary
  4. Compliance with the relevant Council Bylaws

Cancellation / Withdrawal of Licence

  1. Non-payment of licence / rents
  2. Trading not carried out
  3. Sub-letting
  4. Non-compliance with directives / regulations
  5. Change or add the type of
  6. Modification of stall structure

Offence For Trading Without Licence

  1. Compounded
  2. Forfeiture
  3. Court Action
